Illegal online casino market generated nearly US$ 6.6B in turnover in 2023 in Poland

The shadow market of online casinos in Poland generated nearly PLN 26 billion in turnover and over PLN 1 billion in revenue for service providers in 2023, according to an EY report commissioned by the Association for the Elimination of the Shadow Gambling Sector. This situation results in significant losses for the state, estimated at PLN 360 million over the past five years, leading to an overall revenue of PLN 1.0375 billion from illegal operators.

The report highlights the economic and social consequences of the shadow market, including deteriorating public finances and weakened competition. The illegal operators bypass Poland's state monopoly on gambling, failing to pay taxes and contributing to lost public revenue.

The rising shadow sector leads to substantial financial losses for the government, with a projected PLN 519 million lost in 2023 alone, accounting for 11.5% of total game tax revenues.
